Your Rights, Responsibilities, and What to Expect When You Move
This Consumer Information page is designed to help customers understand their rights and responsibilities when hiring a moving company for interstate relocation. Moving services in the United States are regulated by the Federal Motor Carrier Safety Administration (FMCSA), and consumers are entitled to important protections under federal law.
1. Federal Regulations & Consumer Protection
Interstate household goods moves are governed by FMCSA regulations. These rules are intended to protect consumers and promote transparency in pricing, estimates, delivery, and claims handling.
Before your move, you are entitled to receive:
- A written estimate of charges
- The FMCSA booklet “Your Rights and Responsibilities When You Move”
- The “Ready to Move?” consumer guide
- Information about valuation options, claims, and dispute resolution
2. Understanding Movers vs. Brokers
It is important to understand who you are hiring:
- Motor Carrier: A company that physically transports your household goods.
- Broker: A company that arranges transportation with a licensed motor carrier but does not move your items itself.
Consumers are encouraged to verify FMCSA registration, USDOT numbers, and insurance status before booking services.
3. Estimates and Pricing Transparency
Estimates are based on the information you provide regarding the items to be moved and the services requested. There are two primary types of estimates:
Binding Estimates
- The total price will not exceed the amount listed for the services agreed upon.
- Any additional services must be authorized in writing before being performed.
Non-Binding Estimates
- Charges are based on the actual weight of the shipment and services performed.
- At delivery, movers may require payment of up to 110% of the estimated charges, with remaining balances billed later.
Consumers should never sign blank or incomplete documents.
4. Valuation & Liability Coverage
Federal law requires movers to offer valuation coverage for your shipment:
- Full Value Protection: The mover is responsible for repair, replacement, or settlement of lost or damaged items.
- Released Value Protection: Minimal coverage (typically $0.60 per pound per item), offered at no additional cost but with limited protection.
Third-party insurance may also be available for additional coverage.
5. Customer Responsibilities
To help ensure a smooth moving process, customers should:
- Be present or have an authorized representative at pickup and delivery
- Provide accurate inventories and notify the mover of changes
- Review and retain all moving documents
- Make payment according to agreed terms
- Inspect goods at delivery and report issues promptly
6. Pickup, Transit & Delivery
Delivery windows are provided based on estimated transit times and logistical factors. Delays can occur due to weather, mechanical issues, or regulatory requirements. Guaranteed delivery options may be available depending on your agreement.
7. Loss, Damage & Claims
If loss or damage occurs, customers have the right to file a written claim. Claims must typically be submitted within the timeframe stated in your contract and federal guidelines. Movers are required to acknowledge and resolve claims within regulated periods.
8. Dispute Resolution & Arbitration
If disputes cannot be resolved directly, customers may have the option to pursue arbitration as an alternative to litigation, depending on the mover’s arbitration program.
9. Important Consumer Tips
- Always verify licensing and registration
- Understand the difference between estimates and final charges
- Know your valuation and protection options
- Keep copies of all paperwork
- Do not sign documents you do not understand
